Orgs condemn Ziro shop incident
ITANAGAR, Sept 28: The Hapoli Computer Commercial Association HCCA, the Green Ziro Society GZS, General Medical Colony Welfare Association GMCWA and Medical Line Self Help Group MLSHG have condemned the unfortunate incident at Hapoli center point DTP shop on September 11 where one of the DTP shops was allegedly destroyed by some miscreants without any valid reason.
The organizations have criticized the Hapoli Bazaar Committee and Chamber of Commerce for their irresponsibility shown in regard with the incident although they were approached by the HCCA for assistance.
Further, the organizations demanded the District Administration for establishment of police beat post at all the sensitive zones in Ziro and Hapoli Township along with compulsory street electrification for public safety as well as 24 hours police patrolling to check the prevailing law and order problem in the plateau.
AKYWA calls bandh
ITANAGAR, Sept 28: While expressing strong resentment over lack of appropriate response from BRTF regarding maintenance of Kimin to Potin road despite repeated pleas, All Kimin Youth Welfare Association (AKYWA) has called for 24 hrs Bandh on October 3.
All Kimin Youth Welfare Association had on July 16 this year served a month’s ultimatum to BRTF authority to maintain the dilapidated road from Kimin to Potin on Kimin –Ziro Road immediately.
AKYWA has further threatened to stage road blockade on October 16, if the authority concerned fail to act or response positively.

AdiSU Lohit demands use of Govt buildings
ITANAGAR, Sept 28: The Adi Students Union (AdiSU) Lohit district unit has appealed to the administration to make use of the existing office buildings in Jaipur area.
The AdiSu district unit in a letter to the additional deputy commissioner said the people of Jaipur area had donated some plots of land in 1990 for establishment of divisional commissioner (East) HQ. Accordingly some buildings were constructed for Joint director of Horticulture office, district urban development agency office and ADC office, the union said adding recently two veterinary office buildings were constructed in the area. Claiming that the constructed buildings remain unused by concerned departments till date, the AdiSU district unit sought status report on the existing buildings and demanded that the buildings be utilized immediately for public interest.

Do not repeat past mistake, CM cautions Apex Bank
ITANAGAR, Sept 28: “You are the stewards of the ship. If something goes wrong not only those travelling as passengers will drown but you will all go down too,” discreetly cautioned Chief Minister Nabam Tuki addressing officers and officials of the Arunachal Pradesh Cooperative Apex Bank Ltd here this morning.
Declaring the 25th Annual General Meeting of the only state-
Hinting at the ‘bad phase’ that the Bank had to pass in recent years, he strictly cautioned that mistakes of the past should not be repeated at any cost.
Expressing full confidence on the team of officials, Tuki earnestly urged for timely recovery of loans from borrowers. He said that because of defaulters the Bank is facing hardships in maintaining check and balance and therefore special focus has to be given in loan recovery process.
“If you only work for the sake of salary, the bank will never progress. You have to go beyond what your official duty demands. This is a competitive sector and you need to compete with other nationalized and private banks to attract customers and investors,” he said.
The Annual General Meeting also coincided with the bank’s completion of 35 years in public service. To commemorate the occasion Tuki launched the Core Banking Solution (CBS) of the bank, which will now provide facilities like NEFT and RTGS to its customers.
Appreciating the initiative, the Chief Minister expressed hope that with CBS available in all its 32 branches across the state, the Apex Bank will provide services at par with other popular banks functioning in the state. He also underscored the importance of the cooperative movement and advised the officials to give due attention to the cooperation sector while managing the banking sector. He said that as the Apex Bank was established way back in 1977 with the sole objective to give a boost to the cooperative movement, the primary objective should not be lost in the humdrum of financial implications.
“While stressing on financial business, we have to also keep in mind that we are here for providing service to the needy and poor. Not all 32 branches of the Apex Bank may be making financial profits but we have to run them so that the rural poor are not deprived of financial assistance and banking facilities,” he said.
The Chief Minister lauded the Apex Bank for taking the responsibility of financing several of his pet projects like the Chief Minister’s Agriculture Mechanization Programme and the Mukhya Matri Paryatan Vikas Yojna.
“The Government is always with you. It is up to you to build up your reputation and bring business to the bank,” he said.
Cooperation Minister Jarkar Gamlin, who was present on the occasion as the Guest of Honour, reiterated his advice to the officials. He said that whatever happens to the bank – good or bad – the responsibility will lie solely on its officials.
He requested the managers and officials to be sincere to their duty and abide strictly by the rules and guidelines in transactions.
Gamlin further hoped that the bank will continue to receive patronage from the State Government so that its past glory is regained and business becomes normal.

AACWA demands white paper on state financial position, seeks preference for local contractors

ITANAGAR, Sept 28: The All Arunachal Contractor’s Welfare Association (AACWA) today demanded the white paper from the state government on the state financial position.
Addressing the media persons at the Press Club here today, AACWA President Takam Padu said, “Over the last couple of years, it’s been observed that state government is not financially sound and it imposes austerity measures time and again”. Stating that Finance department might gone terribly wrong, Padu added that every citizen has right to know the current financial position of the state.
Taking a dig at state government for constantly failing to clear the pending bills of many contractors, AACWA president said that it should come out with white paper on its financial position and should let the people know the reasons for withdrawal of payment from treasuries.
The association also demanded for streamlining of works on SPA and TFC and other centrally sponsored schemes, claiming that advanced work system trend has been followed due to political interference on such works. It appealed to the government to ensure executing agency maintained guidelines and transparency in tendering process.
The contractor association further sought adoption of and relaxation on 1 per cent earnest money deposit (EMD) for the local and indigenous contractors for any categories of work. It also demanded for the introduction of registration of contractors in power department like other civil work departments.
It lamented the deduction of 2 per cent income tax from tribal contractors saying that since Arunachal is a 100 per cent tribal state, constitutionally exempted from paying income tax to the government as per the Income Tax Act 1961. “We are being compelled to pay tax during the clearing of bills,” Padu rued.
It also opposed the direct participation of company and manufacturer in the procurement programe of live saving medicine in health service department. AACWA general secretary Nabam Akin Hina said, ‘In Arunachal every citizen is like contractor, the government should streamline this and categorize the professional contractor.’
The contractor association has submitted its six points’ charter of demand to the chief minister for early redressal. It sets one month deadline to fulfill its demands, failing to address the grievances, association threatened to intensify its movement.
Without directly mentioning the government, AACWA vice president Tago Pai Camdir concludes, “Our honest and sincerity should not be looked into as weakness”.

Chiranjeevi, Minister of State for Tourism Independent Charge Govt of India yesterday on the eve of World Tourism Day at Convention Hall, Hotel Ashok, New Delhi. The event started with lighting of lamp, release of Himalayan Map, films to promote Indian Himalayas, Directory of Events and ATOAI book on Safety Regulations by the Union Minister.
Launch of “777” is an ambitious attempt of Ministry of Tourism, GOI, to promote the tourism potential of the Himalayas which spreads in six states viz. Arunachal Pradesh, Sikkim, Uttarakhand, Jammu and Kashmir, Himachal Pradesh and West Bengal and to promote its incredible tourist product internationally. The need was felt because over 70% of the magical Himalayas lies in India and yet the world do not know much about it. Till today India could not sell Himalaya as product to the world. This campaign is going to attract more international tourists to India during the lean summer season and help India grow as 365 days tourist destination.

North East Live to bridge communication gap: CM

Speaking on the occasion, Santanu M Deka highlighting the skill development efforts of IIE reiterated that skill development on market oriented designs in the micro enterprise sector can help in providing gainful income and employment to the artisans.

The idea of visiting Mizoram was conceived and necessitated from the fact that an expert committee on feasibility study on palm oil cultivation recommended that Arunachal Pradesh has vast suitable areas to be brought under palm oil cultivation and Mizoram being the forerunner in the North East with more than 13,000 hectare area covered under this wonder crop as per official record in the recent past.
It is pertinent to mention here that, that palm oil is a tree borne major Oil Seed plant which yields very high quality edible oil.
India imports Palm Oil worth more than Rs. 40,000 crore annually mainly from Indonesia and Malaysia as there is huge deficit of edible oil in the country.
It is worth mentioning here that, reputed palm oil developers after their field survey have expressed very high hope for a grand success of Palm oil cultivation in Arunachal Pradesh.
If the programme proceeds in its right track, days are not far for Arunachal Pradesh to transform itself into a major Palm Oil producer in the country which is likely to elevate the rural agrarian economy significantly besides its vast scope in rural employment generation.

Urging the Capital district administration to clarify whether the market is under market committee or it is under the jurisdiction of ward councilors, Bogum said the issue if not clarified will pose serious disturbance in discharging the constitutional duty of the elected municipal councilors.
